The icons.bmp screen requires clear focus. If your background image is incredibly busy, it will clash with the menu options. Try applying a slight Gaussian blur or a semi-transparent dark overlay to the background image in that slot to make the functional icons pop.
If you prefer not to use a dedicated software creator, you can manually build a theme. Take an existing working theme folder from your SD card, copy it to your computer, and overwrite the .bmp files with your custom images while keeping the exact same filenames.
