To rule out a broken case button, unplug the PWR_SW cable. Gently touch a metal screwdriver tip to both Pin 6 and Pin 8 simultaneously for one second. If the system fans spin up, your motherboard works perfectly, and either your case button is broken or the wire was connected incorrectly.
Your reset switch or power switch might be shorting against an adjacent pin, or your motherboard stands are causing a short circuit behind the board. Ensure all front panel cables are cleanly separated.
